DMCC gold trading is the buying, selling, refining, storing, and financing of gold by companies licensed in the Dubai Multi Commodities Centre (DMCC) free zone, the base for much of Dubai’s gold business. DMCC supplies the licence, the vaults, the Tradeflow registry, and the DGCX exchange.

It is not the regulator: gold is regulated federally by the UAE Ministry of Economy. What Is DMCC and Why Does It Matter for Gold?

DMCC was set up in 2002 to build a formal commodities trading centre in Dubai. Its precious-metals ecosystem now covers mining finance, assaying, refining, trading, logistics, and jewelry manufacturing. DMCC’s own fact sheets cite between 1,500 and 2,500 precious-metals member companies, depending on the document and how members are counted.

Dubai handles roughly 10 to 15% of globally traded gold, according to DMCC, and most of it passes through the free zone. That scale is why African producers, Indian importers, and Swiss refiners all keep a presence there.

How DMCC Gold Trading Works

DMCC is best understood as five connected pieces:

  1. Licensing. Companies register for gold-related activities such as bullion trading or precious-metals wholesale.
  2. Refining and assay. Refiners such as Emirates Gold and Al Etihad Gold turn raw doré into standard bars.
  3. Vaulting. DMCC owns a subterranean vault in Almas Tower, and private vault operators run facilities across Dubai.
  4. Tradeflow. A digital registry recording possession and ownership of commodities stored in UAE facilities.
  5. DGCX. The Dubai Gold & Commodities Exchange, which launched in 2005 and offers physical and spot gold futures.

UAE Good Delivery (Formerly Dubai Good Delivery)

The Dubai Good Delivery (DGD) standard was created by DMCC to give the region a trusted bar specification, modeled on London Good Delivery. It has since been aligned with the UAE Good Delivery standard (UAEGD), which covers 1 kg and 12.5 kg gold bars of at least 995.0 fineness.

Two points that many guides get wrong:

  • It is a refiner accreditation. A refinery must pass audits on financial strength, production quality, and responsible sourcing. A trader does not apply for it; a trader buys and sells accredited bars.
  • It matters for settlement. Since July 2023, the Dubai Commodity Clearing Corporation accepts only bars from active UAEGD members for physically settled gold contracts.

What does it cost? Consultant estimates put the base gold trading licence at about AED 20,000 to 30,000 a year. Total first-year setup, including visas, approvals, and workspace, commonly lands between AED 40,000 and 80,000 for a DMCC entity. DMCC also charges membership fees. Treat these as ranges and get a written quote from DMCC, because fees change with activities, office type, and visa count.

Typical steps to start:

  1. Choose your activities and confirm they sit under one licence group.
  2. Complete DMCC onboarding: ownership disclosure, background checks, and bank references.
  3. Appoint a compliance officer and write your AML and responsible-sourcing policies.
  4. Register on goAML with the UAE Financial Intelligence Unit.
  5. Open a bank account, arrange vaulting and logistics, and line up your supply.

Tax note. The UAE introduced 9% corporate tax in 2023, but qualifying free zone companies can keep a 0% rate on qualifying income. Whether your gold activity qualifies depends on your structure, so take advice from a UAE tax specialist.

The Rules: Who Regulates DMCC Gold Trading?

DMCC provides the business infrastructure, but federal authorities set and enforce the rules:

  • UAE Ministry of Economy: supervises gold dealers as designated non-financial businesses, and sets the responsible-sourcing due diligence rules for gold.
  • UAE Financial Intelligence Unit: runs goAML, where suspicious transaction reports and other filings are submitted.
  • Dubai Customs: processes gold imports and exports through its Mirsal 2 system.
  • DMCC: enforces its own membership conditions, including responsible-sourcing onboarding.

Core compliance duties for a gold trader:

  • Register on goAML before you trade.
  • Run customer due diligence on every counterparty. Cash transactions of AED 55,000 or more trigger due diligence and reporting duties (confirm current thresholds with the Ministry of Economy).
  • Follow the OECD five-step due diligence framework, tracing gold back toward the mine.
  • Keep transaction and due diligence records for at least five years.

How African Gold Reaches DMCC and Dubai

Africa is the largest source of gold for the UAE. The UAE imported 748 tons of gold from African countries in 2024, up 18% on the year and more than half of its 1,392 tons of total imports, according to SWISSAID.

That dependence also draws scrutiny. SWISSAID has said the UAE’s responsible-sourcing rules still contain gaps, and DMCC members are expected to prove where their gold comes from. Documentation is therefore what separates a smooth shipment from a held one. A compliant African shipment normally needs:

  • The seller’s mineral dealer’s licence
  • A source-country export permit
  • An independent assay certificate
  • A certificate of origin

It is a poor fit if you:
