Uganda’s Refineries: What Happened to African Gold Refinery
Uganda’s best-known refinery, African Gold Refinery (AGR) in Entebbe, is a useful case study in why provenance matters more than a refinery’s reputation.
In March 2022, the US Treasury’s Office of Foreign Assets Control sanctioned AGR, its founder Alain Goetz, two UAE-based refineries that imported from it, and a network of related holding companies, stating that the operation’s gold trade “provides revenue to armed groups that threaten the peace, security, and stability of the DRC.”
Treasury officials said AGR was refining roughly 150 kg of gold a week sourced from the DRC — worth an estimated $496 million a year — accounting for nearly all of Uganda’s gold exports in 2018.
AGR had already suspended exports in mid-2021 after Uganda introduced new export taxes, and Uganda’s total gold export value fell by more than 43% between 2020 and 2021 as a result.
The episode is a reminder that a refinery’s name, size, or past market share tells you nothing about a specific shipment’s legality — always verify current sanctions status and shipment-level documentation, never a company’s general reputation.

Uganda’s gold export regime tightened significantly in 2024. Under the Mining and Minerals Act, 2022 and the Mining and Minerals (Export of Refined Gold) Regulations, 2024, exporting gold from Uganda now requires:
